Video appears to show an Alton police officer stepping into a jail cell and squirting pepper spray twice at two handcuffed, male juveniles in January, then walking away.

A video depicting officer Pfc. Vince Warlick of the Alton, Illinois Police Department, spraying two handcuffed teenagers sitting in a holding cell, with an unknown substance, surfaced this week. The video shows Warlick spray the teens and then simply walk away. One of the young men can be seen agonizing in pain as he twists and turns. The incident apparently occurred on January 26th, but the incident report was not completed until May. The Alton Chief of Police, Jason “Jake” Simmons, claims he did not get the report until May 6th. James Gray, president of the Alton Branch of the NAACP says he received a copy of the video in the mail and gave it to the media. The Alton City Council decided not to reappoint Simmons to his Chief position the day after the video aired. The matter is scheduled to be investigated by the department’s Internal Affairs Department, and is also being forwarded to local and state officials for further scrutiny. Criminal charges are a possibility.
